CPCO Announces Professional Staff Changes

The Catholic Principals’ Council of Ontario congratulates Barbara McMorrow, Director of Professional Learning, on her appointment to the position of Executive Corporate Secretary and Senior Board Liaison Officer with the Toronto Catholic District School Board effective June 1, 2010. Barb has been a member of the CPCO professional staff for the past five years. She has overseen the delivery of quality professional learning opportunities for members and worked closely with Ministry of Education staff on Ministry leadership projects.

In addition, Program Director Patty Orecchio will be leaving CPCO at the end of August. Patty's three year secondment from the Durham CDSB has come to an end and she will be returning to a principal’s position in September. Patty has contributed much to our members in the organization and delivery of CPCO's leadership professional learning programs. Together, Barb and Patty have nurtured our Catholic school learning communities with a focus on the development of the whole person through the improvement of learning for all.

Please join the executive council of CPCO in wishing Barb and Patty all the best in their new roles and thanking them for their contribution and service over the last several years to the development, reputation and advancement of the professional learning department at CPCO.

Bill 16 and the Public Service Restraint Act

Bill 16, Creating the Foundation for Jobs and Growth Act, 2010 which includes the public restraint act on wage freezes recently passed 3rd reading without any amendments to the original bill.

The position of CPCO remains that school boards should be exempting principals/vice-principals from the wage freeze. This position is in part based on Section 10 of the Act and the existence of the Ministry's PPM 152 which came into effect early this year and outlined in my journal on April 14, 2010.

The Act contains an appeal process for members from local associations for boards that choose not to exempt principals/vice-principals. In this scenario CPCO would be available to support the local member(s) of an association in this appeal process.

Local association leaders are encouraged to continue/begin discussions with their directors of education about the status of their members in this regard.
